Department of Environmental Supervision

The Environmental Supervision Department, a state subordinated entity under the Ministry of Environmental Protection and Agriculture of Georgia, was established on 14 May 2013. The Department ensures the implementation of state control in the fields of environmental protection and the use of natural resources throughout the entire territory of Georgia, including its territorial waters, continental shelf, and exclusive economic zone.

 

Mission

• Protection of atmospheric air, water, soil, mineral resources, and biodiversity;
• Enforcement of the requirements of Georgia’s forest legislation;
• Implementation of state control over the use of natural resources, chemical safety, and waste management (excluding nuclear and radioactive waste);
• State control over the use of living genetically modified organisms, including oversight of compliance with environmental requirements, monitoring adherence to the obligations established by Georgian legislation and international treaties and agreements, and reviewing reports submitted by regulated entities;
• Supervision of compliance with the conditions established by licenses, permits, environmental decisions, and decisions on the continuation of ongoing activities issued in the field of environmental protection and natural resource use.

 

Core Functions of the Department

• Implementation of state control in the field of environmental protection and natural resource use; prevention, detection, and elimination of illegal use of natural resources;
• Prevention, detection, and elimination of environmental pollution;
• Supervision of the fulfillment of Georgia’s international obligations in the field of environmental protection, within the Department’s competence;
• Monitoring the implementation of legislation, including creating a database of regulated entities and analyzing compliance reports submitted under the Law of Georgia on Environmental Impact Permit, as well as reports on the fulfillment of conditions defined by licenses, permits, and decisions on the continuation of ongoing activities;
• Planning and coordination of state control in the fields of environmental protection and natural resource use;
• Preparation of methodological and guidance documents related to state control;
• Providing public information regarding the Department’s activities.
