Administration
The tasks of the Administration are:
a) To prepare the draft budget of the Department and ensure its submission to the Ministry of Environment and Natural Resources Protection of Georgia;
b) Within the scope of its competence, to determine the staffing structure and payroll fund of the Department;
c) To organize the remuneration of public servants of the Department in accordance with the established procedures;
d) To manage (organize) the financial, economic and accounting activities of the Department in accordance with the legislation;
e) To maintain accounting records and reporting of the Department’s financial and non-financial assets, receivables, liabilities and capital;
f) To organize the management of financial resources for the purpose of ensuring the fulfillment of the tasks and functions of the Department;
g) In accordance with the applicable legislation, to plan and conduct public procurement by the Department within the appropriations allocated from the state budget, and to ensure the preparation of relevant reports;
h) To implement, in accordance with the established procedures, appropriate measures for the material and technical support of the Department;
i) To receive and distribute the Department’s fixed assets and inventory in accordance with the established procedures and ensure control over their use; to implement appropriate measures related to the maintenance and upkeep of property recorded on the balance sheet of the Department;
j) To ensure the supply of service-issued firearms and ammunition and, in accordance with the procedure established by law, organize their registration, storage and issuance;
k) Within the scope of its competence, to ensure the review of applications, complaints and letters and/or participate in their review;
l) Within the scope of its competence, to prepare draft individual administrative-legal acts of the Head of the Department;
m) To register and monitor correspondence received by the Department;
n) To organize and coordinate general clerical activities;
o) To conduct departmental archival activities;
p) To conduct personnel administration;
q) Within the scope of the Department’s competence, to ensure cooperation with international organizations and relevant authorities of other countries in the fields of environmental protection and the use of natural resources;
r) To maintain relations with the public and mass media;
s) To inform the public about the state control exercised by the Department in the fields of environmental protection and the use of natural resources;
t) To organize meetings chaired by the Head of the Department, prepare minutes of such meetings, and monitor the implementation of decisions adopted at the meetings;
u) To perform other tasks provided for by the legislation of Georgia within the scope of its competence.
